Who we are

E-DEVELOPMENT S.A.S at a glance

Founded on 5 July 2021, E-DEVELOPMENT S.A.S is a Beninese team of advisers, engineers and innovators. We support territories from the very first field visit to measuring what has really changed. Our five Divisions of excellence and three specialised entities work together, alongside governments, local authorities and their partners.

20+years of expertise of the management team in territorial governance, geographic information systems, digital literacy and education, and monitoring and evaluation
30+projects and programmes supported
5+countries of intervention: Benin, Niger, Burundi, Burkina Faso, Senegal
50+support assignments
5+published scientific articles
15+online maps for monitoring interventions
10+platforms and information systems delivered

Purpose

Putting data at the service of decision-makers

In the field, we have learned one thing: technology is not enough. A map is only useful if the territorial engineering and development operator can read it. A dashboard is only useful if the team keeps it updated. A project is only sustainable if communities understand it and see themselves in it.

Our purpose

Helping every territory decide better, organise better and live better: with reliable data, tools that are easy to use, and residents involved in the choices that concern them.

Our vision

Seeing African territories steer their own development with their own data and their own talent.

Our mission

Standing alongside governments, local authorities and their partners to advise, equip and train them, from the first diagnosis to measuring results.

Our legal status

Simplified joint-stock company (S.A.S) with a share capital of 1,000,000 F CFA, headquartered in Lokossa, RCCM RB/COT/21 B 30081.

Five values shared by all our teams

01

Rigour

We check our figures, we write down our methods and we keep our word.

02

Proximity

Working with territories, not just for them.

03

Useful innovation

A technology is only worth the decision it helps to make.

04

Transparency

We say what we do, what we spend and what we achieve.

05

Respect for place

We respect the people, cultures and landscapes that welcome us.

Our organisation

Five Divisions, organised into departments

Each department has its own head, services and indicators. When your project needs several skills, a single project manager brings the right people together for you. Click on a Division to see what it can do for you.

Three specialised entities

One house, three complementary voices

Each entity has its own name, logo and voice, and draws on the whole E-DEVELOPMENT S.A.S family. All three work hand in hand with the five Divisions and their partners.

CIE-LiNGT, the scientific and territorial innovation arm

“Creating value for the Divisions and Territories.”

The Centre for Innovation and Excellence in Digital and Geographic Literacies for Territorialisation helps the Divisions and territories read, produce and use their own data. In our projects, its team produces the diagnoses, maps and decision-support tools, then trains local stakeholders to read and use this data themselves: from data to decision, then to value.

  • Territorial innovation projects
  • Training and skills transfer
  • Data governance and sharing
  • Performance-Based Contracting
  • Geolocated participatory budgeting
  • Review of investment proposals
  • Territorial diagnoses and observatories
  • PACT: territorial acceleration and cooperation

Offer led by CIE-LiNGT

PACT · Territorial Acceleration and Cooperation Hub

“Bringing stakeholders together, delivering projects, adding value to the territory.”

PACT helps a territory turn its strengths into tangible achievements that are funded and followed over time. A small technical team brings local authorities, businesses, communities, researchers and partners together around one shared action programme.

Know the territorySet prioritiesPrepare projectsMobilise resourcesMeasure results

PACT does not replace local authorities. When it is shared by several stakeholders, it is based on a cooperation agreement that sets out roles, project selection rules, paid services and the prevention of conflicts of interest. Its organisation is adapted to each country.

Division 3 · D3.6

DCDPP: a project succeeds when everyone understands it

“Inform, mobilise, showcase impact.”

The Department of Communication for Development, Projects and Programmes helps projects speak clearly, involve communities and show, with evidence, what has changed. It works with our multimedia studio (D3.5) and with Division 2, which provides the results data.

  • Communication strategy and plan
  • Donor and partner visibility
  • Awareness-raising and advocacy
  • Reports, short videos, infographics
  • Consultation and feedback mechanisms
  • Knowledge capture, accountability, online reputation

Offer led by DCDPP

CAP-Résultats · Communication, knowledge capture and accountability for projects and programmes

“Reporting on achievements, sharing lessons, informing decisions.”

CAP-Résultats helps local authorities, territorial schemes and project teams tell the story of what they have achieved, share their results and lessons, and prepare the information they need to report and decide.

Four service areas

01

Communicating achievements and results

02

Capturing experience and knowledge

03

Organising information and accountability dialogue

04

HOUSE GREEN, the garden residence in Lokossa

“The soul of the land, natural luxury.”

HOUSE GREEN in Lokossa, 3D rendering
HOUSE GREEN in Lokossa (3D rendering)

Surrounded by nearly 1,000 plants, terracotta, woven mats and teak wood create a warm setting, punctuated by the presence of water. The residence offers ten studios and apartments, each with its own garden terrace, a garden with a terrace and fountain, two conference rooms, three rooftops with a 360° panoramic view for festive events and accountability meetings, a wellness area and a photo studio.

Through HOUSE GREEN, our team shows what it can do in hospitality, operations, construction, infrastructure maintenance and technology, as well as in creating PACT, the Territorial Acceleration and Cooperation Hub.

About 120 km from Cotonou (2 hours by road), 63.4 km from Ouidah (51 min) and 130 km from Lomé, Togo (2 h 20). The residence also hosts seminars, training sessions, project feedback meetings and festive events.

Our method

Five steps, from listening to evidence

Whatever the Division, we always work the same way. It is what keeps us from delivering a tool nobody uses, or a report nobody reads.

  1. Understand

We go into the field, listen to stakeholders and review the existing data.

  2. Co-design

We set the objectives, indicators and solutions together with you and the beneficiaries.

  3. Equip

We build maps, platforms and dashboards designed for the people who will use them.

  4. Support

We train teams and stay alongside them until they are self-sufficient.

  5. Measure

We track results, learn from them and report on them.

A single project manager

You only have one person to call. They bring in the right specialists and set out who does what from day one.

Communication from day one

From the proposal stage, DCDPP offers you a plan to inform communities and talk with them, already built into the project budget.

Outlook

Our current priorities

Our commitments

What we never compromise on

Governance and ethics

Every payment carries two signatures, our signing authorities are written down, we prevent conflicts of interest and anyone can report a breach.

Data protection

We apply Benin’s Digital Code: your consent first, restricted access, backups and confidentiality.

Sustainable development

We save water and energy, manage our waste and give priority to local purchasing and jobs.

Inclusion

We open our activities to women, young people and people with disabilities, and we communicate in local languages.

Responsible innovation

We only deploy a technology if it meets a real need and can be maintained locally.

Transparency

We report on the resources used and the results achieved, including when they fall short.

Working with us

Four ways to work together

01

Service contract

You have terms of reference: we deliver the study, tool, training or evaluation.

02

Technical assistance

Our experts join your programme or institution for a period we agree together.

03

Consortium

We respond to a call for tenders together, with other firms, universities or NGOs.

04

Innovation partnership

We build a new project with you, alongside CIE-LiNGT, a local authority or a research centre.

From first contact to contract

  1. Discussion

You tell us about your need, we ask our questions.

  2. Scoping note

We propose an approach, a team and a timeline.

  3. Proposal

We send you a technical and financial proposal, with a communication plan if needed.

  4. Contract

We sign together and open the project.

  5. Launch

We meet to get started and agree on a first progress review.
